Article 19 (1) (c) of the Constitution guarantees to all citizens the right “to form associations and unions.” Under clause (4) of Article 19, however, the State may by law impose reasonable restrictions on this right in the interest of public order, morality or sovereignty and integrity of India.As per the Article 19 of the Constitution, the right to form associations and unions is a fundamental right guaranteed only to citizens.

Peacekeeping is flexible and over the past two decades has been deployed in many configurations. There are currently 14 UN peacekeeping operations deployed on four continents.Today's multidimensional peacekeeping operations are called upon not only to maintain peace and security, but also to facilitate the political process, protect civilians, assist in the disarmament, demobilization and reintegration of former combatants; support the organization of elections, protect and promote human rights and assist in restoring the rule of law.

UN Peacekeeping operations assist in moving state out of conflict towards peace but doesn’t assist a losing state in war.
