The Inter-State Council was set up in 1990 following the recommendations of the Sarkaria Commission.The constitutional roots of the council are to be found in Article 263, which recommends that the President of India set up such a council to deal with federal issues.

Peacekeeping is flexible and over the past two decades has been deployed in many configurations. There are currently 14 UN peacekeeping operations deployed on four continents.Today's multidimensional peacekeeping operations are called upon not only to maintain peace and security, but also to facilitate the political process, protect civilians, assist in the disarmament, demobilization and reintegration of former combatants; support the organization of elections, protect and promote human rights and assist in restoring the rule of law.

UN Peacekeeping operations assist in moving state out of conflict towards peace but doesn’t assist a losing state in war.
