The Vice-President is elected by an electoral  college  consisting  of  both elected and nominated members of both   Houses   of   Parliament,   in accordance   with   the   system   of proportional     representation     by means  of  the  single  transferable vote   and   the   voting   in   such election  is  by  secret  ballot.  The Vice-President  is  not  a  member  of either  House  of  Parliament  or  of  a House of a Legislature of any state. 

Part IV (dealing with Directive Principles of State Policy) and Part IVA(dealing with Fundamental Duties) are not applicable to the state.Articles 19(1)(f) and 31(2) of the Constitution are still applicable to Jammu and Kashmir.An amendment made to the Constitution of India does not apply to thestate unless it is extended by a presidential order.Article 35A of theIndian Constitution is an article that empowers the Jammu and Kashmir state's legislature to define “permanent residents” of the state and provide special rights and privileges to those permanent residents

The major objective of the PMKSY is to achieve

•convergence of investments in irrigation at the field level,

•expand cultivable area under assured irrigation (Har Khet ko pani),

•improve on-farm water use efficiency to reduce wastage of water,

•enhance the adoption of precision-irrigation and other water saving technologies (More crop per drop),

•enhance recharge of aquifers and introduce sustainable water conservation practices by exploring the feasibility of reusing treated municipal based water for peri-urban agriculture and attract greater private investment in precision irrigation system.
