Multiplicative inverse is nothing but a reciprocal of a number. 

It is defined as one of a pair of numbers that when multiplied with another number equals the number 1.

Multiplicative inverse or reciprocal of 7 is 

7 x n = 1

=> n = 1/7.

Hence, Multiplicative inverse or reciprocal of 7 is  1/7.

The resistors R1 and R2 are in parallel connection and R3 is in series with R1 & R2

The equivalent resistance of R1 and R2 is

Req = (12 × 4)/(12 + 4) = 3 Ω.

Adding R3 in series with the pair gives

R = Req + 9

R = 3 + 9

R = 12 Ω.
